STUDENT STIPENDS (Funding cap is $32,000.  Administrative costs may be
attached to the student stipends.  If the funding cap of $32,000 is
being requested, no more than $3,000 of that cap may be used for
administrative costs.  If less than the funding cap is being
requested, the administrative costs may be no more than 10 percent of
the stipends.)
