National Radio Astronomy Observatory Archives: NRAO Timeline
The proposal to construct and operate the VLBA (Very Long Baseline Array) was submitted to NSF in May 1982. The VLBA included 8 telescopes on the contintal U.S., one in Hawaii, and one in the U.S. Virgin Islands.
