On the (Non)Evolution of HI Gas in Galaxies
I will discuss constraints on the
nature of HI gas in galaxies at z=0 to z=5 from
21cm and Lya observations. In turn, I will present
a "swimming pool model" of galaxy formation based
on inferences from these HI observations.
