Description:On 17 November 1956, Lloyd Berkner (Associated Universities, Inc.) and Alan Waterman (National Science Foundation) signed the NSF/AUI agreement establishing the National Radio Astronomy Observatory with AUI as the managing agency. In this NSF photograph, Berkner (left) and Waterman (right) sign the agreement, which was a mere 44 pages long, double-spaced and with wide margins.
